I'm going to add my votes and tally up votes when I get home from school today. In the meantime, I'm open to suggestions for the next slate (they don't need a specific theme, but it would be better to have some sort of similarity)
 
A few suggestions:

Branching Evolutions (pick 3): Gloom, Slowpoke, Poliwhirl, Snorunt, Kirlia (all have branching evolutions).
Pseudo Pseudo-Legends: Larion, Vibrava, Fraxure (All high-stat, late evolving, 3 stage lines, but not pseudo legendaries)
Shadow Triad: Sneasel, Murkrow, Houndour (First three dark types to be created)
Food Fight: Swirlix, Vanilluxe, Steenee (All based off of food, forgot about Swirlix)

A few suggestions:

I got some suggestions too, with justification.

Johto Starters: Bayleef, Quilava and Croconaw. Their evolved form lacked secondary typing and one of them had bad stat distribution (for precision, it is Meganium).

High HP, Bad Defenses: Wigglytuff, Hariyama and Wailord. As stated in the title, they got high HP but their bad Defense and Special Defense makes them much less bulky than they seem to be. Suggested rule is that the further evolved form's base HP must not be lower than 90.

Lambasted Objects: Trubbish, Voltorb and Vanillite. Their evolved form are either disliked or just ignored does to lack of imagination. Rule of this slate is to give animalistic features to each of them, as long as it fit the new Type.

More suggestions:

Formely Normal type: Clefairy, Togetic and Snubbull they were formerly Normal types before being Fairy types (only Togetic would have to keep Fairy as primary typing).

Forgotten Pokemon: Delibird, Ledian and Delcatty, create an evolution for each of them, making them less forgotten.

hey, hey, hey meganium may be a little bit bad, but atleast it is not slower than magikarp (your swampert is)

Yeah! My 2 monstrosities won, but unfortunately no Flarou and Boltu, but I wanted them to be a duo, though.

Delibird's Evolutions can have up to 475 BST. They must be Primary Ice Type and have something to do with delivery in it's name. (post, send, ect)

Ledian's Evolutions can have up to 530 BST. They must be Primary Bug Type. They must include "led" somewhere in the name

Lumineon's Evolutions can have up to 570 BST. They must be Primary Water Type. Also, try to keep this under control. don't make a 570 BST Lumineon with Water Bubble...
 
i dont know if i can preserve something but since i don't have any time now, i want to preserve lumineon's evo based on the word luminous and water/eletric.

Justification/Niche: Horrible name aside, this is the ultimate set up 'mon. While Ice/Ground is not the best typing, it does give the Ice type a Stealth Rock neutrality. The stats are ECH, but it does have decent 85/85/85 bulk, as well as a nice 100 speed tier for something that bulky. However, the abilties and new moves are where it shines. Prankster is the star of the show, where it can be a great hazard setter, Taunt user, Haze abuser, suicide debuffer, and even an Baton Pass user. Sand Stream is also decent, considering you want to have a Sand team and a Smooth Rock on hand, not to mention that Shore Up abuse is useful here. Sneaky Sand is the least useful, but it does hold a niche as you can burn a Fire type, or paralyze a Limber user, but these are random, though, and giving it to something that wants it is the most of your problems. IF you get Freeze, then GG. However, it does have a bunch of new moves, and this is where it gets the title of "Ultimate Set Up User". A disgusting amount of set up and destructive options that make even Smeargle drool over. However, it does have its weaknesses. While a 100 speed is nice, its not the best to actually run offensively, as 20/100 attacking stats are meh and most of its good coverage goes on the Physical side. Ice/Ground does have a nice Electric immunity to block out stuff like Tapu Koko and Lucky Sunshock, but it has only 1 resistence (Poison), due to Ice hogging all of the good stuff and a bad weakness to Fire, Fighting, and Water. The 85/85/85 bulk is not a good helper here, as one good Super Effective move, as well as a strong neutral hit, will take it down. However, get it out quick and do it fast, as it does need a bit of help.

Justification/Niche: A born guardian, this Delibird had develop telepathetic powers to protect its children and give then power, but if its in trouble, it will make them fight under its will and soon lead its children the importance of caring and protection. While the inclusion of Guardian's Beatings may seem overpowered, its slower than Mega Kangaskhan and has a worser typing, along with moves that have a not so lasting effect. Guardian's Gift gives a decent boost to all your party members as long as its alive. Guardian's Guard is just for flavor. Giftdian, however is blessed with a nice 110 Special Attack, a wide amount of coverage to cover about all of its counters, including BoltBeam with the latter as STAB, and has some useful options in doubles. It also has recovery in, well, Recover and Calm Mind, making it a solid user. However, the typing sucks, removing any kind of bulk there is.

Justification/Niche: Ever since Delibird discovered the internet and torrents, it has somehow got into the wireframe and became a literal digital pirate, providing it with high speeds so much, that even its own moves down have that much downfall. Here, it has become a unique mixed attacker as having access to Download and the ability to run moves that make it load up for something usable. Packed in with a great 110/115/120 offensive stat spread and wide coverage makes this pirate a jolly one. However, this also means that its require to have a pathetic Ice type stuck with it. Combine that with 50/40/40 bulk, and it makes it have Pheromosa syndrome, get hit by something, you die, or if you kill something, you killed it.

Justification/Niche: You knew this was coming. A Bug/Fighting Ledian was a dream for years, but unfortunately it was victim to the dreaded Bug/Flying type that haunted it for years. Not to mention, it had bad stats outside of its acceptable 110 Special Defense. But now, it has became a General of an Ledyba army, and its 4 arms are buffed up and even more powerful, finally making its formerly puny 35 base Attack into a good 120. It has also became a lot more usable with its fists and gained a few new tools to mess around. It has also learned to channel the raw power into its fists, making use of its 4 fists at all times when it comes into contact. It still flies, though, but that makes it not able to become a master fighter. In reality, its the Ledian that almost everyone wants. Filled to the brim with coverage and Speed, it sure is a Fist master. However, watch out for birbs.

Justification/Niche: A lying bug is a truth bug. This thing has the merit to have a cute and a menacing appearance. With 100/110/110 stats and a decent slew of coverage, it is sure the tricky one to avoid dying from. It also has 2 new abilities, Truth Tell and Liar Liar. One of these makes it cast an automatic Reflect Type while the other is a even more random Protean, but it also gets Prankster, so keep that. It also has a slew of coverage moves and Nasty Plot for a good sweep. Again, watch out for birbs.

Justification/Niche: Wow, those abilities! All custom made and are not totally broken. Radioactive removes 1/8th HP every turn from the opponent unless they are Poison or Steel, so watch your partners! Flare Line gives it a semi-No Guard effect on a basically 3rd STAB, probably the best for hitting hard. Toxic Surge also give it a niche for a Poison team, helping remove their weaknesses to Psychic to a degree. So, what's so... not great? Oh yeah, everything else. Bug/Poison is far better than Bug/Flying, but an additional weakness to Psychic is never great, but Toxic Surge helps this a bit. Its stats exceed at Special, but isn't that fast, so Nasty Plot sets are not that OP. Coverage is not also great, but has the right amount. Overall, a Pokemon fit for something like RU or NU.

Design: Literally a Delibird in a heavily armored delivery truck
Justification/Niche: While it may seem mediocre, Delbruck has a niche due to access to the powerful Shift Gear and some solid power. With Shift Gear, Delibruck can go at high speeds and hit even harder, allowing it to beat opponents with it's powerful STAB options. All of its abilities help it get past some of its weaknesses and salvage its defencive typing, giving it passable bulk to set up. One of the most unique parts of Delibruck that puts it above Klingklang is its, thanks to tutors and TM's menagerie of odd coverage moves like Drill Peck, Gunk Shot, and Focus Punch, priority in Ice Shard, and supportive options in Spikes and Rapid Spin. Despite its strengths, it can still be outsped by fast pokemon even after a Shift Gear, and has a low special defense and at least one 4x weakness to easily break through its bulk.

Design: Delibird's gone bad, having a twisted smile and giving off black smoke from it's bag full of coal.
Justification/Niche: Special Weavile. With a blazing speed and a powerful special attack, Krampost makes a powerful special sweeper. Each of its abilities help it round out its utility, Infiltrator as a sub breaker, Contrary to counter stat drops and Sticky Web, and Intimidate to soften up foes before switching out. Ice is already a powerful offensive type, and Freeze-Dry takes advantage of it by hitting many types super-effectively. Dark Pulse or Night Daze helps round out its STAB options, and it can use either Sludge Bomb or Flamethrower for coverage options. It also has a few supportive move options, including Rapid Spin, Knock Off, Switcheroo, and Taunt. However, it has pathetic bulk and a poor defencive typing, leaving it vulnerable to entry hazards, priority, and Choice Scarf users.

Design: Ledian now looks like a futuristic superhero, with beams of light along its wings and antenna and large boxing gloves.
Justification/Niche: Physical attacker with great Attack and Special Defense, as well as a solid Speed stat. With Ledian's already vast array of coverage moves, and access to a new physical STAB, Ledyvalor can hit all sorts of foes super-effectively. Iron Fist is probably its best ability, giving boosts to the elemental punches and good STAB moves like Drain Punch and Mach Punch. Steadfast and Justified still have small niches for risky stat boosts. In addition, it has impressive special bulk, which can be used with Quiver Dance to boost its special bulk and speed, or alongside Roost to maintain longevity, or even with Heal Bell to support the team. Despite Ledyvalor's variety of options, it's speed tier leaves it outsped by many faster pokemon without a Steadfast/Quiver Dance boost, and it struggles with four moveslot syndrome, and lacks a powerful physical defense.

Design: Ledian is given an ethereal quality, looking like a hologram with rings of light emanating around its body. Its wings are larger and translucent white.
Justification/Niche: Blanket check to special attackers. With Wonder Skin, Ledillusion can take special hits for breakfast, and still has the power to strike hard. It has a diverse set of coverage moves, including flying, grass, psychic, fairy, electric, and dark type moves to supplant its bug/ghost STAB. Notable ones include Psyshock to get past special walls and Discharge to get rid of flying types. It can use Calm Mind to boost its special attack and hit harder with all its moves, or run an Assault Vest set for even more special bulk. Its main counter is, unsurprisingly, physical attackers, as they can tear through Ledillusion's poor physical bulk.

Design: Lumalance has larger wings, but no tail or ribbon-like thing on its bottom, and sports a new cream color.
Justification/Niche: Jack of all trades, master of none. Nature's Gift gives it a highly adaptable role, able to become a powerful wall-breaker, revenge killer, or tank. The rest of its stats are even enough to prevent any glaring weaknesses. In addition, Lumalance has a menagerie of coverage moves on both the special and physical sides. Physical sets can take advantage of Quick Attack, Earthquake, and U-Turn, while special sets benefit from Thunderbolt, Psyshock, and Scald. In addition, it has access to Recover to aid bulky sets that use Defog for utility, and can set up with Agility, Bulk Up, and Calm Mind. Despite its versatility, the stats not boosted by Nature's Gift are relatively mediocre, meaning there is an inevitable issue with average power, bulk, or speed.

Justification/Niche: Despite the death of one Delibird, it came back as a spirit, not stopping the delivery. It high Speed but low Attack and Special Attack make it bad... right? Well with Pure Power or Spiritual Force, it can be either a Physical or Special Sweeper, or use Magic Bounce to become an appropriate entry hazard setter while taunting the victim and inflict Toxic on it. When sweeping, it works best as a set-up or a Choice item user (Choice Scarf only recommended for revenge kill) and got three priority attacks that can fit with either Pure Power (Shadow Sneak and Ice Shard) or Spiritual Force (Vacuum Wave). It's bulk of 70 / 80 / 80 is still not that great, but still not very crippling either.

Justification/Niche: Oh look, it's Goopsyche's nemesis, a Ledian whose evolved into a Dragon-type and learn a lot of coverage. Those aside, with Bravery to shut down Taunts, Knock Offs and any typical Dark-type Moves, or Pixieproof to send back dangerous Fairy-type moves to the user (and you know what? Mimikyu will also smash it's own Disguise with its own Play Rough if not careful enough), or even Tough Claws to make Contact moves stronger. While faster than even Noivern, it really needs an Attack boost to actually strike hard (finishing an opponent with Fell Stinger is a big solution, but that move is a bit situational in general). The four-move syndrome and priority moves are what can stop it, but even Tapu Lele knows not to fool around with this dragon. Attack Order sounds situational for Tough Claws does to Leech Life able to hit harder and recovery, but a high critical hit is appreciable and gives it a Commander-like position.

Justification/Niche: While it gains a weakness to Poison-type, both it and Electric can be solved by using Earth Power (which also works well against most Steel-type). Access to Quiver Dance for a Sweep, or Reflect or Light Screen for support, as well as Hyper Voice to exploit with Pixilate if you wanted a stronger Fairy-type Special Attack. It's 99 Special Attack would prevent it from being too powerful, so you need to set up wisely and avoid dangerous threats such as Alolan Muk (if you run it without Earth Power), Ferrothorn and Gengar. It's bulk of 100 / 106 / 116 also make it considerably more durable, and you can use Recover to fix out damage shall you run Life Orb.

Competitive Corner - This Pokémon has three amazing competitive abilities, Swift Swim allows it to act as essentially an unoutspeedable (if that's even a word) threat in rain teams, Storm Drain allows it to absorb any Water-type moves and boost its already high SpA stat furthermore, finally, Phantom Water is generally the preferred ability, as it gives Luminight's Water-type Moves even more power behind it. It has great 117 SpA and 119 Spe allowing it to act as a powerful revenge killer/pivot/late game cleaner. Water + Ghost + Fighting is already prefect coverage on its own.

Lumispark (Lumineon + Spark)

Fairy + Water + Ice is pretty good coverage and Luminixie also has some extra bulk, allowing it to take some hits if it needs to.
