After much discussion the Tournament Director team has decided on a format for this edition of the World Cup of Pokemon. In order to balance the new definition of Classic tiers and their use in Smogon Classic, this World Cup of Pokemon will be establishing a new precedent and consisting of five slots of current gen OU and one slot each of the five most recent older generation OU’s. For WCoP XII the tiers will be SM OU x5, ORAS OU, BW OU, DPP OU, ADV OU, GSC OU. This will allow the tournament to constantly push innovation with half the starters playing in the current generation, while still giving respect to the past. The definition of the tournament will be freezing for the foreseeable future, allowing all teams to properly prepare and anticipate the meta-games played in future years.

I hope you are all excited about this upcoming World Cup as I am! The TD team will have more posts about the future of tournaments in the coming weeks and months, but with World Cup of Pokemon looming in the not too distance future we found it pertinent to release this piece of our vision to give teams enough time to prepare. This is going to be the best year of tournament play so far on this site, and I’m glad you are all here for the ride. GLHF to all!!!
 
Eligibility:

Let's get this out of the way now so people know (also yeah I'm hosting).

This year will see little to no change in the eligibility rules. If you have any questions that cannot be answered by the rules below, feel free to PM me or a TD and we'll do our best to clarify.

A.) Players who have not participated in a previous edition of World Cup can only play for the region associated with their forum IP.
  • If a player has IPs to prove they spent an extended period of time in a region different to that of their current IP, they may apply to join the team associated with the old IPs.
  • Players who live in two regions (e.g. one for college and one as standard residence) can apply to join either team, but the eligibility for the rejected team will be forfeited.
  • Players who are eligible for a continental team by virtue of being from a country already represented in World Cup may only play for the continental team IF the country-based team rejects them. This includes the relationship between US East (continent) and US Metro (country).
  • The "cultural eligibility" rule (e.g. Belgium -> France and Austria -> Germany) from last year is no longer in effect. This does not affect players who used this eligibility in the past, though.
B.) Players who participated in last year's World Cup will be locked onto their teams for this year.
  • If a player played under strong eligibility (location at the time of sign-up) and that strong eligibility changes, the player can apply to switch to the team that represents their new strong eligibility. However, this is a one-time choice and the rejected eligibility will be forfeited EVEN if they return to their previous location.
  • If a player's previous team ceases to exist, the player can apply to join a different team under weak eligibility OR join the team most closely related to their previous one. The player will then be locked to that team so long as they have no strong eligibility to represent.
  • Similarly, if a new team better fitting of a player's eligibility participates in the tournament (including in the play-off), the player may apply to switch to the new team. For example, if China were to qualify for World Cup, any player from China who is locked onto Asia will be allowed to switch.
  • If a player is locked on a country-based team and gets rejected this year, their lock will prevent them from applying to join a continental team.
C.) Players who participated in earlier editions of World Cup but did not participate in the most recent edition will get to choose between their most recent team and the team that matches their current IP.
  • Players who choose the old eligibility will forfeit their eligibility for the team matching their current IP.
  • Players who choose the current eligibility will forfeit their eligibility for their previous team.
**Note** Hosts and TDs reserve the right to reject any player they deem to be insufficiently eligible. An example of this would be a player whose IP drastically changes merely days before the start of the tournament.

We have received official confirmation that Africa and Middle East (Afrabs) are withdrawing from this year's tournament. This means that players from the team are no longer locked, and they can apply to play elsewhere. The details of this are as follows:

  • Those from Middle East will now have Asia as their strong eligibility. As the region is officially a part of Asia, this is the only logical alternative.
  • Since there's no actual alternative for the "Africa" part of the team, Africa-based players may apply to join an "unrelated" team. Considering that World Cup is a geographical tournament, the teams we are most likely to accept will be Asia and Europe.
  • Players from other regions who have been representing Afrabs under the "grandfather clause" will be treated as new players. This means they will be expected to play for the team that matches their IP.

In addition to this, we can also confirm that the applications for Bangladesh and India have both been accepted. With Afrabs dropping out of the tournament, there's now two spots up for grabs, with Bangladesh, India, Latin America, and US Metro currently being the teams looking to claim them.
 
RE: Asuya vs. SoulWind

The above match, Asuya vs. SoulWind, ended in a disconnection for SoulWind. As SoulWind did not send in his team to the TeamSubmissions account and did not display a 100% path to victory in the game, it has been decided that the disconnection will serve as a loss with no possibility of recreation.

As such, Asuya wins the game.

*Note: Please remember to submit your teams to TeamSubmissions to help prevent these situations from occurring. It's little work and can be the difference between a win and a loss.
 
RE: Banettite and Cameruptite

These Mega Stones were released a couple of days ago but will not be allowed for the remainder of Round 1. Tiers remain static during rounds, so since these items were released a week into this round, they will not be allowed until Round 2.

During the game iPro's timer got low and eventually he disconnected, but as the rules state
Regarding time outs, they are a bit more complex, specifically because some timeouts are due to DCs. The best we can do for this scenario is say that there is some number between 1 minute and 2 minutes (which we will not publicize) that we will set as a limit for timing out, and if you timeout with more than that limit time remaining, we'll assume it is a DC, whereas the opposite is a true timeout. A true timeout defaults to a loss, while the DC timeout is prone to the DC rules (did you submit or not).
As such, this was ruled a timeout and welli0u was given the win. Even if iPro had submitted his team he would have received a loss, but please remember to submit your teams in the future to TeamSubmissions.

The GSC battle between HANTSUKI and HJAD got stuck in an endless loop of switching (200+ turns) after both players seemingly exhausted all of their potential win conditions. As a result, we declared the game a tie.

As stated in the OP, "Tied games do not count as played games in overall standings and will be expected to be replayed within the round's initial deadline." However, there is only a little more than 24 hours left until the end of the round, and the two players have conflicting availability. Since this is a somewhat unique situation, we are going to be granting a one-day extension for them to get the game played. If the game isn't played by the end of this extended deadline then it will be ruled as a no contest.

Keep in mind that this extension will only apply to this game and not to any others.

RE: Celysi vs Leftiez

In the WCoP game taking place between Celysi and Leftiez, Leftiez disconnected turn 3 and as a result the DC timer ran out and Leftiez lost. Luckily as both players submitted their teams they will be recreating the game from where it took off at turn 3 of the game with same teams.
 
Activity Wins:

panamaxis vs. Eden's Embrace (subbed in for ToF) - Agreed to play Saturday night (EDT) but ToF did not show. panamaxis waited for a long time, so he is clearly not at fault.

Znain vs. Teddeh - Moved a scheduled time from Saturday to Sunday but Teddeh did not show up on the Sunday. When asked about subbing, p2 (Teddeh's captain) said he could not field a replacement and was accepting of an activity loss.

With panamaxis' activity win accounted for, we now have a tiebreak scenario between Asia and Oceania for the 15th/16th spots. This is notable because the 16th team must defend their place against newcomers in the following year.

The tiebreak will be Bo3 with one SM OU slot and one tier of each side's choosing (Asia have the most points, so Oceania will have to elect their tier first). However, if both teams would prefer a larger series (Bo5, Bo7, or Bo9), they will be allowed to change to this. The agreement will have to be made very promptly, though. The deadline for this will be the same as for Round 2 (Sunday @ 11:59 pm EDT) regardless of the size of the series.
 
RE: Marshadow and Mega Stones

It was recently announced that Marshadow had been released two weeks earlier than previously expected and is now available for use on Pokemon Showdown. Ordinarily, Pokemon released prior to the start of Round 2 will become available in that round of the tournament, however, given the effect Marshadow is predicted to have on the tier, as well as PS legalising it ~1 hour before the round was posted, we have decided that Marshadow will not be allowed for Round 2.

In addition to this, the Mega Stones from this post (Galladite, Gardevoirite, and Lopunnite) are still currently unavailable. This means that they will also be disallowed for Round 2.

However, the Mega Stones from this post (Banettite and Cameruptite) have been available for a while now and will be allowed for Round 2.

The TD team has received undeniable evidence of ghosting taking place in US West's Discord channel as well as in private messages between several users. Applying the policy we developed during a similar case in last year's WCOP, we have come up with appropriate and fair punishments for those involved.

craing ;_; : Will receive a one-year participation tournament ban. Will be barred from entering WCOP XIII. Will receive an infraction.
rozes : Will receive a one-year participation tournament ban. Will be barred from entering WCOP XIII. Will receive an infraction. Will be demoted from TD position.
ADVANTAGE : Will receive a one-year participation tournament ban. Will be barred from entering WCOP XIII. Will receive an infraction.

This case has been handled with an extreme amount of efficiency so I'd like to thank my teammates involved. All users involved have been informed of their situation to the best of our abilities. Should any further evidence come to light I reserve the right to adjust or add to the above punishments.

EDIT: The TD team recently tournament banned user Acacia for 9 months instead of the full 12 months, due to them reporting their cheating themselves. Considering ADVANTAGE self reported as well, we are shortening their ban from 12 months to 9 months.

It has been an eventful few days but ideally this is the last of it until this tournament is wrapped up. I would like to admit and take full responsibility for a particular error that happened in the haste with which we acted over the past few days - circumstances, infosec and necessity dictated that this particular case be resolved with a much higher level of speed than we (or I) am typically accustomed to.

Enough excuses however - simply put, in transcribing the logs given to us into text format (for easier viewing) I misattributed a line from a different US West player to Lavos which constituted the bulk of his punishment. As is evident above, this incident on its own was only enough for a lesser punishment in comparison to the other involved players - with the removal of it, it is completely unfair to have him punished for any length of time when applying our algorithm or any outside factors.

Should there be any ire over this situation please direct it solely at me - this mistake is completely on my hands and I am incredibly sorry for having named and noted a player that otherwise would have received no punishment. To Lavos in specific, please accept my sincerest apologies.

The TD team has received proof that Whitelion ghosted Samspark in his game vs marcop in WCOP XII's qualifier.

The actual cheating that took place in the game was relatively minor which is why this is a lighter punishment than some ghosting cases in the past. Still, it clearly broke the rules.

Whitelion is tournament banned for 6 months.
Samspark is tournament banned for 6 months.
