By' Ubers' I'm guessing you mean 'Pokemon with over 670 BST or higher' since most Ubers Pokemon can already fuse thanks to DNA fusions (Genesect etc.) or normal methods (Greninja, Aegislash etc.) It's an interesting idea, the council might debate it, but we'll see.
