The easiest explanation is that Sword and Shield was forked from Let's GO, at some point before the moves were modified.

What does approved in China mean?
China strictly regulates what non-Chinese games are allowed to be publishes in China. Foreign game consoles were basically banned too.

Back in the day, Nintendo used to get around that by partnering with iQue, basically making official Nintendo systems but for the Chinese audience

The Switch is the first time Nintendo has been able to straight up make the system in China, but the games still need to be approved of
