AFAIK, they are version exclusives, but Buzzwole is the bigger version exclusive UB so you only get 2 of him, and 4 of Kartana, who is the smaller UB. Meanwhile in Moon, you get 4 Pheromosa and 2 Celesteela, because Pheromosa is the small UB and Celesteela is the big one.

That's not necessarily a hard rule though, and there's lots of non-obvious things like that that have been found such as Water Bubble's third effect. I think it should be tested just because it would be huge if it was real.

I don't think it's an error - the Kommo-o wouldn't be holding White Herb if it was. Besides, Shell Smash access would completely explain its mediocre movepool and stat spread. It might be a tutor move in a future game or something strange like that.
