Okay, this thing used to be the bane of all teams in 1vs1 before Groudon got Swords Dance, right? 2vs2 gives Kyogre back some of its former glory.

Kyogre is banned for a reason, and this goes even more so with 2vs2. Infinite Rain, ability to Calm Mind, AND has the highest SA stat of any water pokemon in the game. Given its massive 399 SA stat, Stabbed Surf with rain is no joke, especially with Calm Mind active. Believe me when I say that a first turn 400/500+ speed Kingdra/Ludicolo hurts because it does. Given Kyogre's 306 speed with timid, Water Spout becomes a viable option over surf, being base 75 at full health as opposed to Surf's 47.

@; leftovers

A more support oriented Kyogre. Icy Wind for the speed drops, letting you Water Spout as long as you don't get hit.

Other Options:
Psych Up. You can bring in Kyogre any time and simply Psych Up whatever. You can use Shell bell if you want Surf, as the recovery from STAB surf in the rain (with a few CMs it helps even more) outperforms that of leftovers. Waterfall if you want to sacrifice power for accuracy.

Opinion:
All Kyogre has to to is come in and its already done its job. Both Electrics and Swift Swimmers will benefit from the infinite rain unless the weather is changed or something blocks it (Cloud Nine or Air Lock). Everything Kyogre does offensively is just to hasten things up a bit, and does it pretty damn effectively.

EVs:
Timid with max speed. Kyogre can suffice with a 6/252/252 split in HP/SA/speed but if you feel you need some HP then I wont stop you.

Preferred Allies:
Kingdra/Ludicolo love having imitation HSOWA with this. Zapdos, Mewtwo, one of the Latis, and possibly even a Lugia variant. Shedinja and Clefable work somewhat as well. Anything that benefits from the rain somehow will want to grab Kyogre's ass at first sight.

Counters:
Shedinja has more use in 2vs2, and thus poses a threat. An opponent's Ludicolo with Fake Out hurts Kyogre alot. You can also change the weather in your favor, which slows Kyogre down somewhat (and possibly force a switch, which is much riskier for you opponent to do in 2vs2), Latias and Latios own this thing hard.

Would a superslow tank Kyogre work as well as a 2v2 lead, to make sure it goes after Groudon's drought and such, to force them to swtich?

Never thought of that. You might wanna make it 300 speed, so that its still fast, but not the 306 that allows it to be on par with Groudon.
