Citizens of Iraq protest corruption

As a person who lives in a place, what does it mean to make a statement against ones own government? Speaking individually, what kind of criteria is there for determining if a given form of leadership is corrupt or not? In an administrative system that is not working properly, what can be some solutions that could improve things in the long term?

The protests in Iraq caught my attention because in the past, outside forces have tried to influence the country for better or for worse. Some would say that certain past efforts had tried to establish a stable government that could represent a diverse population but that reaching the goal had so far been not entirely successful. However with recent events, its almost like the civilians in Iraq have become ready to try again and try to achieve a "good" representative government structure through their own will. What are your thoughts on this struggle?
