[OVERVIEW]

Fearow has a multitude of issues in pitiful bulk, average offensive stats, a weakness to Stealth Rock, and a reliance on critical hits to shore up its low-powered attacks, which makes its damage output inconsistent. It is also hopelessly outclassed by the likes of Dodrio and Scyther due to their access to Swords Dance, better Speed tiers, and better bulk, the former having a much stronger Flying-type STAB move and the latter sporting U-turn as well. Fearow's access to Ground-type coverage and ability to take advantage of critical hits, especially inconsistently, are not enough to save it from being an awful choice in the metagame.

Fearow can try to be an offensive pivot with its decent coverage, access to U-turn, and decent Speed tier, but it heavily struggles to get into a battle unscathed, and its inconsistency with critical hits leaves it unable to break certain targets without luck. Dodrio completely outperforms it as a Normal- and Flying-type attacker outside of Fearow's access to U-turn, and as a pivot it's still highly questionable when compared to Scyther due to the latter's defensive utility and superior bulk.

It is also hopelessly outclassed by the likes of Dodrio and Scyther, with the former sporting a better speed tier, Swords Dance, and much better attacks (mainly just better fly stab though), while the latter gives Fearow tough competition as an offensive pivot with its better bulk and speed. Fearow's access to Ground-type coverage and ability to abuse critical hits (albeit inconsistently) is not enough to save it from being an awful choice in the meta.
