This is not really a discussion to be had here so I'll be locking the thread, but here is a part of the answer as I see it.

The notion of "best" player is not very clear cut in Pokémon and largely varies across time and formats.

If you want to read a bundle of individual opinions on Smogon's OverUsed best players, this thread would be the place to go. You can also consider having a look at the Smogon Hall of Fame, which lists the various trophies earned by competitors across their time on-site.

This is only for Smogon tournaments however. You can value the ladder consistency more, especially for formats such as Random Battles, and look up to the big names who have been standing at or close to their peak for years in an otherwise ever-changing ranking.

There's also VGC, whose title of "best" is often associated with the Pokémon World Championships winners. Players like Ray Rizzo (to drop a name), who won three of them, will be especially favored in discussions surrounding this format.

tldr: not really, and honestly? It's more fun this way. There are plenty of players to look up to for plenty of reasons. You could even broaden the discussions to the many amazing team builders who are responsible for major metagame evolutions without necessarily being good battlers/competing in tournaments themselves, but have supported many stars across the years.
