How would a “must use an ability before swapping” clause effect the game?

Hello, I’m posting this question because a friend of mine wants to try hosting a local tourney, but wants to add this kind of clause to the rules.

Their main reasons seems to be that they find constant swapping to be a “nuisance” and “not fun”. And that trying to establish the pivot would make for uninteresting games.

I believe this will cause issues, but I’m not quite sure how. It feels like it will allow certain types of team sets to excel while punishing most others.

Any thoughts on the subject would be most appreciated.
