[OVERVIEW]

Bouffalant is not the worst option, but it does suffer greatly from being outclassed by its competition. Normal-types such as Stoutland and Kangaskan serve as better wallbreakers, Dodrio and Alolan Raticate serve as better offensive Swords Dance users, and Type: Null better utilizes RestTalk + Swords Dance. Because of this, Bouffalant's best set is Assault Vest, but even then it gets competition from Drampa, which shares its ability while being a much more prominent offensive threat, although Bouffalant does have its niches over it in being able to tank Lilligant's hits better and hit it physically. Even then, it doesn't help that Bouffalant does little to common walls like Jellicent and Quagsire.

[SET]
name: Assault Vest
move 1: Return
move 2: Earthquake
move 3: Stone Edge
move 4: Pursuit / Megahorn / Facade
item: Assault Vest
ability: Sap Sipper
nature: Adamant
evs: 252 HP / 252 Atk / 4 Def

[SET COMMENTS]

Bouffalant is meant to utilize its combination of good bulk, Assault Vest, and solid Attack to serve as a blanket check for special attackers. Pursuit allows Bouffalant to further take advantage of its defensive capabilities by switching in to and trapping Pokemon like Jynx and Jellicent, albeit only when Jellicent is locked into a move other than Water Spout. Sap Sipper allows Bouffalant to put a stop to Lilligant and other Grass-types like Bellossom and Alolan Exeggutor, all of which Drampa struggles with. That being said, Pokemon like Stoutland, Kangaskhan, and Dodrio still make it difficult for Bouffalant to survive in the metagame.

Because of this, Bouffalant's best set is Assault Vest, but even then it gets competition from Drampa, who shares its ability while being a much more prominent offensive threat, and other Assault Vest users such as Hitmonchan and Kecleon who have their own advantages such as their priority and Kecleon's unique ability in Protean. (nitpick but could also mention how hitmonchan offers more utility to teams via spin) It also doesn't help that Bouffalant is walled by common walls like Jellicent and Quagsire.

Sap Sipper allows it to put a stop to Lilligant and other Grass-types like Bellossom and Alolan Exeggutor, which gives it its niche over other Normal-types. (id briefly mention how pursuit gives it a small niche over kecleon since it can trap special attackers like jynx, haunter, and specs jellicent locked into shadow ball) That being said, Pokemon like Stoutland, Kangaskhan, and Kecleon still make it difficult for Bouffalant to survive in the meta.

I like the beginning of this paragraph when mentioning which Normal-types Bouffalant is outclassed by, but I don't think there's much merit in comparing various AV users to each other, unless you're doing so to better understand Bouffalant's (small) niche in the meta. If you're considering the differences between Drampa and Bouffalant, Bouffalant's greater special bulk and ability to hit on Lilligant's weaker Defense stat are key to understanding how it should be used on teams, imo.
(Drampa)
+1 252 SpA Life Orb Lilligant Hidden Power Ice vs. 136 HP / 0 SpD Drampa: 247-291 (74.6 - 87.9%) -- 6.3% chance to OHKO after Stealth Rock
+1 252 SpA Lilligant Breakneck Blitz (200 BP) vs. 136 HP / 0 SpD Drampa: 314-370 (94.8 - 111.7%) -- guaranteed OHKO after Stealth Rock

(Bouffalant)
+1 252 SpA Life Orb Lilligant Hidden Power Ice vs. 252 HP / 4 SpD Assault Vest Bouffalant: 79-94 (20 - 23.8%) -- 46.6% chance to 4HKO after Stealth Rock
+1 252 SpA Lilligant Breakneck Blitz (200 BP) vs. 252 HP / 4 SpD Assault Vest Bouffalant: 202-238 (51.2 - 60.4%) -- guaranteed 2HKO after Stealth Rock

[SET]
name: Assault Vest
move 1: Return
move 2: Earthquake
move 3: Stone Edge
move 4: Pursuit / Megahorn / Facade (more on this below)
item: Assault Vest

Bouffalant is meant to utilize its combination of good bulk, Assault Vest, and solid Attack to serve as a blanket check for special attackers. Pursuit allows Bouffalant to further take advantage of its defensive capabilities by switching in on and trapping Pokemon like Jynx and Jellicent, ableitalbeit only when locked into a move that isn't Water Spout. If Pursuit is noteworthy enough that it's mentioned first here, perhaps it should move to first slash (or alternatively, talk about this later if Megahorn OHKOing Lilligant, Bellossom (after SR), etc. is more important. I think moving Pursuit ahead is better though, especially considering Sap Sipper boosts let Frustration/Return OHKO Lilligant anyway.) Sap Sipper allows Bouffalant to put a stop to Lilligant and other Grass-types like Bellossom and Alolan Exeggutor, which gives it its niche over other Normal-types I think this information in strike-through could stay in the first paragraph - you could note the differences between Bouffalant and Drampa here though, as Bell / Eggy A / Lilligant all have the ability to prevent Drampa from switching in freely, whereas Bouffalant is a more reliable switch-in. That being said, Pokemon like Stoutland, Kangaskhan, and Kecleon still make it difficult for Bouffalant to survive in the meta.
Kecleon is not very common, maybe talk about Dodrio here instead.
