What is the bug?
In Gen 4 only, Download will not activate if the opponent is behind a Substitute, which does not appear to be implemented at all on PS!. Cartridge evidence of the interaction here:

Do you know how this affects Double battles? If only one foe is behind a sub, does it only factor in that foe's stats?

Not sure - I'm going to test on cart and share the results

If only one foe is behind a sub, Download only factors in the non-subbed foe's stats (tested twice to prove it works both Attack and Special Attack work this way). If both foes are behind a sub, Download is not activated at all.
