So what will happen when the BL and UU tiers are merged to start testing for the real UU tier now that the new OU list is out? I'm guessing it will remain the same throughout the whole tourney and we wont take those changes into account? If so then we need to have a clear 'What is UU for this tourney?' list don't you think?

I would assume we're keeping everything the same and not taking those changes into account. it wouldn't make sense to change the rules halfway through the tourney.
