Just A Few Questions

Erm, hi fellow trainers. As my title says I have a few questions, which I hope someone can answer without flaming me for being dumb etc.

DP UU Tiers.
A fair few pokemon from R/S who were once used regularly have been demoted to UU, which I have no problem with. Although pokemon like Rhydon, Dusclops have just been dumped in the NFE box.
This has left me confused, because unless there's some kind of rule where non-fully evolved pokemon aren't allowed in UU... I see no reason why someone hasn't got around to making a Strategy page for these two pokemon. Especially as this is a very active forum. Seeing a Strategy page for Golem but none for Rhydon isn't good at all.
There's also a few more pokemon who were UU in R/S but now have been thrown in the NFE box come D/P... who cares if Electabuzz, Magmar, Piloswine and Tangela have evolved versions this generation. They are pokemon that have all benefited with improved move pools!!

My main concern is for people who are new to online pokemon. Seeing as Smogon doesn't show the evolution chains, someone new could have been trying to get into UU without being none the wiser that there were 6 more perfectly good pokes to choose from!

How Does Wish Work?
Now when I asked this same question on Smogons D/P server, I got told nothings changed. And got made to look dumb.
In R/S if my Blissey used Wish, then my in coming pokemon died, the following pokemon would receive the Wish instead. However this same scenario on Shoddy battle results in Wish not occurring. Wish also disappears if Blissey dies the turn it uses it.

I've used the Search button but haven't found a thread which states anything like this, so sorry if someone's mentioned this before.
 
You should just ask this in the simple questions, simple answer thread as you'll get some replies there instead of wasting your time getting this thread locked by one of the mods.
