How close to flawless do i have to be before i can stop or are there any HP combinations that make anything below flawless viable?

It also depends on what you plan on using it for. If it is just for personal use/collection purposes, then you can stop whenever you are happy with it. If you plan on trading it, then you'd want it to be as close to flawless as possible (i.e 31 in HP/SpA/Spe, 28+ in its defenses, good nature etc).

This massively depends on what you consider acceptable. If you kept one with 30 Speed, would you look back and think "why did I keep that"; or would you be content with your efforts?
On that note:
Personally, I would toss this. 30 Speed is always cringe-worthy without a useful Hidden Power... But if you're content with it, it's certainly not a bad reset.

itd be helpful if we knew what you wanted...defog could mean emerald mew or simple dppt abuse, so i dont know if i could help you or not
