This is because Lucario does not carry Bullet Punch on the listed set, meaning that it comes in as something faints, outpaces, resists ESpeed and OHKOs after a small amount of chip damage (SR+LO is enough to almost put it in range of a 100% KO rate, and if it ESpeeds you before it goes down it's gonna die as it will always take a little damage beforehand+LO recoil exists)
