Is Metal Sound a blanket coverage for both Screech&Metal Sound, stat reducing moves, or just Metal Sound by itself?

Aqua Ring is useless on every other Pokemon and this is no different. Krilowatt doesn't even have the longevity for such a gimmick to work, so it will stay as a gimmick and nothing more. Metal Sound won't help us counter anything and will only discourage walls to switch in on it. Heart Swap, Transform, and Encore are ridiculously broken and don't fit the concept in the slightest.

Also, some food for thought: Transform converts everything but the HP stat. Combined with Encore, there are very few things you'd realistically want to switch in on it. Heart Swap will amplify these problems for sure.

Heart Swap is not broken, on the simple basis that it is less likely to be used for anything more than a gimmick. While the ability to abuse it seems to be there, the simple nature is that you simply switch your boosts/drops with the opponent. Basically, anyone who believes that Draco Meteor could cause the ultimate hax is forgetting that the drop would hit -2, and then you'd either switch the drop or fight with the drop. By the time you hit -6, Krilowatt will probably be on its last legs, as you've been using it as a sweeper. Alternatively, you'd switch the -2 drop and then use it again, meaning you're back to where you started, and Heart Swap is useless, as each Pkmn has a -2 SpAtk drop, unless the other one used a boosting move.

Aqua Ring is again, a gimmick. We cannot gain any advantages by healing, as whereas Stallrain is viable and very usable, it relies on a weather effect to be so. Meanwhile, Stallowatt will need Aqua Ring to be any use, leaving us one attacking move, as well as also having a much nastier weakness - that of Ground moves, specifically EQ. That will break almost every Substitute in a single blow on all but from the weakest Pkmn, and Protect only works so many times. Eventually, you'd run out of HP, and have done nothing save potentially have prolonged Burn/Toxic damage.

I'm iffy on Metal Sound. It has poor accuracy and is extremely situational. It still won't beat Blissey anytime soon, or other Specially Bulky Pokemon. However, I've used Metal Sound before, specifically to cause switches. This might coincide with Yawn disagreements. My initial vote is yes, though, as the accuracy, loss of a moveslot, and extreme situations seem to weigh over lots of potential switching.
