Looks like Gliscor or Arcanine. I can see there being a cub version of this. I would think the prevo wouldn't be flying at all though as it wouldn't have grown enough wings.

This design reminds me of Pinsir and Tauros. Fierce looking pokemon with no prevolutions or evolutions.
