It has everything that it needs it really doesn't need these moves to be honest.

Ice Punch is fine as a physical set's Ice Beam, but there is no need for stealing the unique move Paleo Wave. Sucker Punch beats many things originally thought to check Voodoom's high SpA spread (Starmie and Gengar come to mind especially), and I believe it would get out of control (Bulk Up/Sub/Sucker/Focus Punch is a scary set that I don't want to see daylight).

Paleo Wave was a signature move developed for an entirely different CAP to fulfill its role. It does not and should not exist within this context and has no pragmatic application other than hitting one Pokemon, which can be handled through other viable methods.

What's the difference between a rock-type Aurora Beam and a fighting-type Pursuit? One is programmed in shoddy. Both are still nonexistent moves.

Paleo Wave is a signature move for a CAP. The only acceptable reason for allowing it is because it is absolutely necessary for CAP11. However, CAP11 has better/sufficient options in every situation. Against Fire-types, CAP11 has Earthquake or Fighting STAB. Against Bug-types, Hidden Power Fire is good enough to take down Scizor, and any other bugs can be dealt with by Togekiss. Against Ice-types, CAP11 gets Fighting STAB. Against Flying-types, CAP11 has Ice Beam, which is stronger than Paleo Wave against all OU Flying-types except Ninjask and Gyarados. The former is so crap outside the lead role that, if CAP11 came up against it, Ice Beam or maybe even Dark Pulse would be enough to defeat it. The latter is one of the Water-types that's apparently supposed to counter CAP11. Conclusion: Paleo Wave is competitively viable but unnecessary, and so it should remain Stratagem's signature move.

don't see the point of having Ice Punch and not the other punches (beside the fact that Ice Beam royally outclasses it).

also, Paleo Wave is a signature move, therefore it should only be considered if it is essencial for this poke's viability, which isn't the case here.

finally, I don't see any problem with sucker punch. It is running from Voodoom's lower attacking stat and the fact that Starmie is currently a good check to the VooKiss combination provides a very good reason to add this (a duo of pokes being checked by one single very common poke = bad IMO).

so yeah, go go sucker punch.
